It was the campaign that did not campaign.
The fight for medical marijuana in Maine featured few signs, no major TV time... and no organized opposition.
Yet the controversial issue of creating a *legal* place to buy drugs won by a landslide.
The Department of Health and Human Services says it will be in charge of the dispensaries.
The person who runs the dispensary cannot have a felony drug charge on their record, it will be a non-profit, and will tightly monitored.

The Governor has created a task force to answer questions like where will it go? who will oversee it? and who will pay for it?
But it will be months until we have those answers.
