Matt Simon with the Marijuana Policy Project said Monday he expects medical use will pass but decriminalization won't, though he noted both have passed the House in previous sessions.
Gov. Maggie Hassan supports medical marijuana, but has said repeatedly she won't back further decriminalization.
Marijuana is decriminalized in neighboring Maine, Massachusetts, Connecticut and Rhode Island.
Those states have all passed medical marijuana laws as well.
Vermont has medical marijuana and lawmakers are considering a decriminalization proposal this legislative session that has supporters in both houses of the Legislature there.
