Casey James Fury set fire to the sub on May 23rd while it was docked at the Portsmouth Naval Shipyard, causing $450 million in damage.
As part of an agreement, prosecutors are recommending fury get 15 to 19 years in prison. More than 100 firefighters were called in to save the sub.
